We recommend using LibreOffice Draw. It is a vector based graphics program that will let you work in layers, very similar to Adobe Illustrator. We also like Photoshop Elements. It is a great inexpensive photo editing program which lets you adjust colors, text, layers, contrast, lighting and more. If you want the best, then Adobe Illustrator is the one for you. It has every drawing tool you need (you will also still want Adobe Elements however for photo editing).
